FHOG Lodgement Guide

Read this guide before lodging an application for the first home owner grant or pre-approval for the first home owner rate of duty.

  • eligibility requirements and your obligations, including residence requirements and
  • supporting documents that need to be provided relating to
    • the applicant(s) and
    • the transaction.

You can apply after all parties have signed the contract to buy or build a home. You must apply within 12 months of completion.

  • If you are buying a home, completion is settlement.
  • If you are building a home, completion is when the home is ready for occupation as a place of residence.

If you are an owner builder, you can apply once the foundations of the home have been laid. We can't determine eligibility for an owner builder until construction of the home is completed, and we may require a valuation of the home. If you are purchasing a movable building to be used as a residence, you will be considered an owner builder.

A contract to build a modular home may be considered either a comprehensive home building contract or an owner-builder transaction.  This will determine when you should apply for the grant.  See Revenue Ruling FHOG 5 ‘Modular Homes’ for information about how a contract to build a modular home will be treated. 

 


Lodge the application form

Before you submit your application, make sure the bank details you have provided are correct. If the payment is made to the wrong bank account, it may not be possible to get it back.

Lodge with an Approved Agent

If you're applying for a loan from a financial institution and your lender is an approved agent, they can assist you with lodging your application.

Lodge with RevenueWA

To apply directly with RevenueWA, apply via the FHOG Application Portal.

Alternatively, use the paper-based application form and submit it via web enquiry or by mail. Review and complete the checklists for evidence required to support your application. 

  • Each applicant and their spouse/de facto partner must submit one legible copy of supporting evidence from each category. A single document can't be used for more than one category.
  • Make sure you declare previous names for each applicant and their spouse/de facto partner, including previous married name(s).

Before lodging your application, ensure you understand all residence requirements. This includes making the property your principal place of residence for a continuous period of at least six months commencing within 12 months of completion of the eligible transaction.  You won’t be considered to have met the residence requirements if:

  • the grant property is left vacant for six months and is not leased
  • the grant property is being renovated while another residence is used for cooking, showering, sleeping or other living activities
  • you live in the grant property for less than six months without obtaining the Commissioner’s approval or
  • you don’t start living in the home within 12 months without obtaining the Commissioner’s approval.

Check your application to make sure it is complete and correct.

  • If your application is incomplete, it will take longer to process and may be returned to you for completion.
  • Penalties may apply if an incorrect application is knowingly or recklessly lodged.

 


Apply for the first home owner rate of duty

When you apply for the grant, you are also seeking pre-approval for the first home owner rate of duty. If you have been pre-approved, you must still apply for assessment or reassessment of duty at the first home owner rate.

For traditional building methods, the first construction progress payment is generally slab down.  For modular homes, the first construction progress payment can vary and will depend on the contract terms.

After you or the Approved Agent has provided evidence that the home is ready for occupation as a place of residence and your name is registered on the Certificate of Title of the property.

Whether a contract to build a modular home is considered either a comprehensive home building contract or an owner-builder transaction will determine when payment may be approved. See Revenue Ruling FHOG 5 ‘Modular Homes’ for information about how a contract to build a modular home will be treated. 

If you need to change the account the grant will be paid into, complete the change of bank details form.

Privacy information

RevenueWA manages personal information in accordance with Western Australian legislation and consistent with any legal obligations, including the First Home Owner Grant Act 2000 and the State Records Act 2000.

By submitting an application for the first home owner grant, you consent to RevenueWA verifying your identity documents with the issuing agencies through the Document Verification Service (DVS).  If you don’t consent to this, we may not be able to process your application.

Your information will be stored securely in the first home owner grant national database in an encrypted format and will only be used or disclosed as required or permitted by law, or with your consent. Your application form will be retained by RevenueWA or, where applicable, your Approved Agent.
